His family had been known to be loyal to the crown, his father, Lord Burghley had faithfully served Queen Elizabeth I. Some people believe that Lord Cecil had planned the whole of the gunpowder plot to show to James I that the Catholics are not to be trusted and should be thrown out of the country.
